After enjoying my small serve of Ice-cream for Breakfast and a short walk, I read the New Jersey drivers’ manual, which is contradictory. You have Nikhil’s Pledge from 2016 (‘I will never go through a red light’) on p.34, and then in the section on Intersections (controlled and uncontrolled) it’s written very clearly on p.70 that a malfunctioning traffic light is to be treated as a 4-way stop signal (NJSA39:4-81).

You have Nikhil’s Pledge from 2016 (‘I will never go through a red light’) on p.34, and then in the section on Intersections (controlled and uncontrolled) it’s written very clearly on p.70 that a malfunctioning traffic light is to be treated as a 4-way stop signal (NJSA39:4-81).
Learned something. Appears that this provision was added in 2004 (according to the notes to NJSA 39:4-81). Thanks!!!

After six years in NJ, I would argue that regardless of whether there are traffic lights or not, all NJ intersections are "uncontrolled."

Neither, the CT insurance company wesbsite linked above nor the driversed.com website (despite its government/official sounding website name) are government websites. Both websites give what appears to be their version of "common sense" if power goes out for a particular traffic light (AKA usual controls not functioning or "UCNF"). Their version of unofficial common sense is to treat that particular traffic signal as a stop sign. Neither site provides NJ refresher courses as they are not government sites nor licensed in driver instruction.
However, the question presented is instead what to do when a traffic light remains red and does not turn green. Similar situation but different (than the answer provided at the two sites linked above). For example, I would have a different level of caution if the traffic light which stays red is on a busier road than the other road controlled by the same traffic light.
