Graupel, not hail. Graupel forms around a snow flake as it falls through the various layers of the atmosphere. Hail is solid ice, and forms when rain is blown back up in the updraft of a thunderstorm and freezes. This updraft cycle can repeat, and hail can get quite big. Graupel is always small, and softer.
