Yes, this is normal.  Happens every year, especially with the sewer bill. People forget, it's human nature.

Looking at the list, it feels like the number of delinquencies on property taxes is lower than normal.

Agree and most of them seem to be LLCs.  Late receipt of sewer/storm water utility bills this year could have contributed in part to the number of sewer payment delinquencies this year.  If you see the name(s) of homeowners you recognize, do them a favor and let them know they are on the list.
