I've seen Montclair Animal Shelter take in birds and always look for rides to Raptors Trust so a call to them or St. Hubert's should get you an honest answer. If you are in SOMA definitely call St. Hubert's.
Debbie Hadu had a wildlife rehab license so she may know the answer, she was Maplewood's ACO and Bob Roe may have her contact info. She does mainly raccoons but she would know.
I'm going by my friends to take a ride with him to Raptors. They laughed at the idea that a pigeon would become food. It would be a major scandal if they did....they have no reason to lie.

I hope that's not true about Raptors Trust...!! Our son and I took an injured young robin to them a couple years ago. Along the way he named him Bob. At the place they gave us a form with a case number and a website to check. It was weeks and weeks later but eventually we saw Bob's number on the site listed as healed and released. Go Bob!!
Dr. Leonard Soucy from the Raptor Trust was a great aid to me years ago when a red tailed hawk set up house keeping in the food warehouse which was my responsibility to keep pest free. Had the problem continued over the weekend he intended to come to Edison and set up netting to trap the little guy.
I will tell you that when the hawk entered the warehouse, we had a few starlings with which to contend.
Two days later a well fed hawk exited the warehouse as his natural supply of food was exhausted.
Dr. Soucy and his staff are the best.
