I bought sony over the ear headphones for my husband from Best Buy a couple of years ago and he loves them. They were $20. We all use them from time to time and they feel and work great.
I've purchased a couple under $100 headphones over the past year or so and they've all been disappointing. So, yesterday I got a pair of over ear, wireless with mic Beats headphones from Best Buy for $109. So far, I'm in love. A little over your budget, but I have other Beats headphones and I can attest to the quality.
Do you want corded or bluetooth? Do you require a microphone for phone calls, or would they be just for listening? Do you want high quality sound? I ask that last question seriously, because I like my headphones to have slightly lousy sound, because I don't want to block out all the ambient sounds.
Bit over budget but highly recommended by my neighbor who is a sound engineer and audiophile.

These are the best headphones you can buy for under $100. Made in Brooklyn.

If you want an extremely comfortable set of headphones that do a nice job of blocking sound and have good fidelity, answer and talk on phone calls and have Bluetooth, the Grind Skullcandy for about $50 is a real find. (Amazon has them.) I have to spend hours on conference calls, and they are very comfortable and easy to wear.
I have PLT headphones and I hate them. They were a gift so I have tried to use them. I think they cost over $100, but maybe less discounted. They are comfortable, but they are supposed to be bluetooth and I can never get that to work or to continue working. The information on the website is not very helpful. I may try to call customer service, but I never get around to that. I also have a friend who claims to know how to fix so maybe I will change my mind.
So, I use them plugged in and they often don't work that way either. I have to keep pushing the plugs in and adjusting. What I really want is some small over the ear headphones that have great sound and plug in (easier than wireless) and fold up for travel in a hard case. I used to have the $20 Sonys others have mentioned and they were OK, but did not last long and don't travel well. I have a few pairs where only one side works now. I have had trouble finding something in between those and ones that cost over $100.
Any recs on inexpensive (under $100) over the ear headphones? There are just too many recs on line, even when you limit it to reputable sources.
